Near and Mello Vs Light (read description)

Lets say L was shot randomly after he had done the investigation into Light (so, right after he had bugged his house). After this, Mello + Near have to catch Kira. They have some info, everything L had up until that point (so,think of this as one day before L meets Light). Can they claim victory?

I don't think so. I think the main reason Mello/Near were able to take down light in the show was because L had narrowed it down to like 10% chance of it being light by the time he died (which is incredibly high). They used a lot of L's investigating to solve the case, he laid out a lot of ground work. If L died shortly after the Light surveillance which was still MAD early in the show there wouldnt be nearly as much evidence pointing towards light. By the time near and mello were on the case L had light as the main suspect, just needed more evidence to prove it
